A delegation
of Government Employees Federation, A&N Islands consisting of
Shri. S. K. Majumdar, General Secretary, Shri. H.A.Siddique and Shri.K.Madhav
Rao, Shri Venket Rathnan Vice President(s) and other Office Bearers led by its President Shri. P.KANNAN met the Chief
Secretary, Andaman & Nicobar Administration in his chamber on 10.09.2012 and submitted a memorandum of the charter of demands pertaining to Government servants working under
different departments of A&N Administration and discussed it in details. The memorandum contained the following demands:-
- Timely
conduct of DPC by all the departments from time to time as per guidelines
issued by GOI.
- Filling up
of Vacant posts of all the Departments on priority basis.
- Proper
repair & maintenance of Ships and to provide more Ship facilities between Port Blair
- Inter-islands and mainland.
- Re-Structuring
of Cadres and periodical review of cadres
by all Departments.
- Completion
of Disciplinary Proceedings of Govt. Servants in a time bound manner.
- Providing
in-service training to all categories of Govt. staff working under A&N
Administration from time to time.
- Implementation
of e-governance system in all departments.
- Opening of
Centralized Grievances Cell for Retired Govt. Servants and General Public
at Secretariat, Port Blair.
- Providing VHF sets and other Safety equipments to
Electricity field employees including imparting training etc.
10.Compassionate
appointments in Electricity Department.
11.Implementation
of Overtime Allowance to Staff Car Drivers reached in the Scale of Pay of Rs.
12000/- and above as a “Special Case”.
The Chief Secretary
had discussed the demands in details and assured the delegation for taking appropriate action on priority
basis. The President on behalf of the
Federation has expressed his gratitude to Chief Secretary for the assurance
given by him.

Subject :- Submission of Charter of demands –
regarding.
Sir,
It
is our pleasure to submit the charter of demands pertaining to Government
servants working under different departments of A&N Administration. The
demands are as follows:-
1.
Timely conduct of DPC by all the departments
from time to time as per guidelines issued by GOI :- Sir, we
regret to state that, the departments of
A&N Administration are not proper adhere to the instructions and guidelines
issued by GoI from time to time, which has resulted to suffer and damage
carrier progress of good number of Govt. servants. The invariably delays in
conducting DPCs for giving promotions resulting inconsiderable frustration
among the officials, thereby adversely affecting their morale and overall
productivity. To overcome such situations, we request your goodself to kindly
issue necessary instructions to all the departments of A&N administration
to strictly follow the GoI’s OM No. 22011/9/98-Estt.(D) dated 8.9.1998 and
22011/1/2011-Estt.(D) dated 11.3.2011. Copies enclosed for ready reference.
2.
Filling
up of Vacant posts of all the Departments on priority basis :- Sir, there are a good number of posts of
various categories are lying vacant
under different departments of A&N Administration. Due to shortages of
staff, the existing staffs are being overburdened and the progress as well as output of the
department is declined. Thus, to resolve these problems including unemployment
problems, strict guidelines may be issued to all the department to fill-up
their vacancies on merit basis.
3.
Proper repair & maintenance of Ships and
to provide more Ship facilities between
Port Blair - Inter-islands and mainland :- Sir,
Shipping services are most important
lifeline of Islanders to visit Inter-Islands and mainland. Which should have
been more active and sufficient by all means to provide better transport
services? The Southern groups of our Islands are fully dependent on shipping
services. But, we are sorry to say that,
the conditions of existing small and big Ships are not praiseworthy and not in
good condition to put in proper operation. A few Ships are plying between
mainland and Inter-Islands, which are not adequate to cater the Islanders.
Therefore, we request your goodself to take necessary action on priority basis
to make good use of existing vessels by
undertaking proper repair and maintenance and also take necessary action to
procure more small and big ships to provide better means of transport to the
Islanders as well as mainlanders.
4.
Re-Structuring
of Cadres and periodical review of cadres
by all Departments:-
Sir, the 6th CPC has recommended MACP for stagnated employees, but
this has become a fall back option in the event of promotions not taking place.
Thus, the GOI, Ministry of Personnel, Public Grievances and Pensions, New Delhi
has emphasized the need of Cadre Re-structure and periodical review of cadres
for harmonious functional needs of the Organisation and carrier progression of employees. And
accordingly, advised all concerned to
review the cadre structure in a time bound manner with a view to mitigate
problem of stagnation vide OM No. 35034/9/2010-Estt.(D) dated 10th
February, 2011. But, this has not been implemented by most of the departments
of A&N Administration. Thus, a Circular may kindly be issued to all the
HODs /Head of Office for proper implementation without further delay to
protect the interest of employees.
5.
Completion
of Disciplinary Proceedings of Govt. Servants in a time bound manner :- Sir, instances have noticed that, the HODs initiate
Disciplinary actions against the
employees and delaying its
process, which cause time
consuming and an harassment to an
employee. This kind of practice is highly objectionable and warrant the intervention of A&N Administration . It would be
pertinent to mention here that, the circulars and directions issued by the
A&N Administration from time to time
is not strictly adhered by the HODs. Thus, the matter may be viewed
seriously to overcome the problems.
6.
Providing in-service training to all
categories of Govt. staff working under A&N Administration from time to
time:- Sir, the GoI has provided opportunities to
Government servants to undergo in-service
trainings to get better output from them. The departments are also keeping a provision
and fund for the said purpose, but the same is not implementing properly. As a
result, the department is not able to extract better and efficient utility from
Government servants, who are the key pillars of our country’s development. Therefore, necessary guidelines may be issued
to all the departments of A&N Administration to depute their staffs for
in-service trainings etc. from time to time to get better yield from them.
7.
Implementation
of e-governance system in all departments :- Sir, the GoI is emphasizing
implementation of e-governance system in almost all the organisations for
transparency and fast development. It is
learnt that, the A&N Administration is also initiated action on this
matter, which may be expedited to achieve the target by providing proper
infrastructure and human resources.
8.
Opening
of Centralized Grievances Cell for Retired Govt. Servants and General Public at
Secretariat, Port Blair
:- Sir, we would like to inform you that, the A&N
Administration has already taken
necessary steps for operating a Public Grievance Cell in all the departments on the initiation of
Hon’ble Lt. Governor. But, the ultimate result is not found satisfactory. And
the grievance cell could not stand result oriented for public grievances in many cases, because
there is no Centralized Cell to approach, appeal or monitor and to issue time bound directions to Departments. Similar, problems are also being faced by
retired Government servants too. Thus, we request your goodself to kindly take
necessary action for opening a Centralized Public Grievances Cell at Secretariat, Port Blair to monitor
and accept the unsolved grievances of general public and retired Govt.
servants.
Finally, we request your goodself to
kindly examine the above mentioned demands in detail and take appropriate
action to full-fill it on priority basis in the better interest and welfare of
Government servants.
