GEF Request for amendment of Recruitment Rule of Malaria /Filaria Surveillance and Anti Malaria Inspector post and submission of suggestions

Subject :- Request for amendment of Recruitment Rule of Malaria  /
                 Filaria Surveillance and Anti Malaria Inspector  post and
                 submission of suggestions –  reg.

Sir,
            We are to inform you that, the Recruitment Rule of Malaria / Filaria Surveillance and Anti Malaria Inspector post has not been amended since, 1988. Whereas, the same could  have been amended as and when the Pay Commission is implemented.  On our request, the A&N Administration had  issued a circular /direction  to all the departments of A&N Administration long back to do necessary amendment of recruitment rule of all the posts in accordance to recommendations of 6th CPC. But, we regret to say that, still we are receiving complaints from Government servants that, the recruitment rule has not been amended and the department is making appointment of staff on the basis of old recruitment rule.

            We therefore,  request your goodself to kindly take necessary action for amendment of recruitment rule of Malaria / Filaria Surveillance and Anti Malaria Inspector  post on priority basis and also request to include  our suggestion in the said recruitment rule to protect the interest of government servants already working in your good department and got stagnated for want of promotion.

SUGGESTIONS

  1. Minimum educational qualification for direct recruitment may be fixed any degree as against class XII. And for promotion it should be  XIIth pass as against 10th pass.
  2. Method of Recruitment may be amended as 25% direct recruitment and 75% by promotion to meet out the stagnation of  feeder grade staff.
  3. For promotion, there is only one feeder grade post i.e. “Insect Collector”.  Surveillance Worker may also be included as feeder grade to Malaria / Filaria Surveillance and Anti Malaria Inspector  post along with Insect Collector, provided they fulfill requisite qualification with minimum experience of 08 years of regular service in the post of Surveillance Worker. And for Insect Collector the minimum experience may be fixed 5 years of regular service.

            Kindly take necessary action for amendment of Recruitment Rule of  Malaria / Filaria Surveillance and Anti Malaria Inspector  post and our suggestion may also be included in the better interest of feeder grade staff.
