Meeting between Hon’ble Union Minister of Home Affairs with GEF at Raj Niwas



           A Five (5) member delegation of Government Employees Federation, A&N Islands consisting of Shri. S.K.Majumdar, General Secretary, Shri.A.Alagan, Shri. H.A.Siddique and Shri.K.Madhav Rao, Vice President (s) led by its President  Shri. P.KANNAN met His Excellency Shri. P.Chidambaram, Hon’ble Union Minister of Home Affairs on 21.01.2012 at Raj Niwas and submitted a memorandum contained  9 (Nine ) demands. The demands are s follows :-

1.         Posting of  Sufficient IAS and DANICS officers to A&N Administration.
2.         Timely conducting of DPCs for DANICS Posts.
3.         Lifting of Ban on approved/created posts of direct recruitment/promotional posts  attracted Ban due to non-filling of posts in the prescribed time limit.
4.         Increase of  Ships and Shipping Services.
5.         Air fare Concession  to Islanders at par with North Eastern Region.
6.         Regularization of services of DRM workers working under A&N Administration quite a long time by giving one time settlement
7.         Retention of ATR, NH Road No. 223.
8.         Civilization of Jarawa Tribals of Middle Strait .
9.         Bringing of Scale of Pay of Govt. servants working under A&N
            Administration at par with their Counter parts working under Central Govt..

           The Hon’ble Minister has discussed the demands with the delegation and given few suggestions and assured of taking necessary action on all the demands submitted by Federation. Shri.P.Kannan, President has expressed his gratitude to the Minister for the suggestions and assurance given by him.

Subject :- Submission of Charter of demands  - reg.

His Excellency,
                        At the outset, we welcome your Excellency to our beautiful Islands and appreciate UPA Government for protecting the interest and welfare of Government servants especially the Government servant working in these Islands.  

It’s our pleasure to submit a memorandum of Charter of demands to  your Excellency and we do hope that, your good Ministry will take sincere efforts  to resolve it.

1.         Posting of  Sufficient IAS and DANICS officers to A&N Administration:- Your Excellency, the A&N Administration is facing acute shortage of IAS and DANICS Officers and managing it by giving two or more charges. As a result, the real development of Islands is lacking behind and the Administration is overburdened.  Thus, necessary action may be taken to depute/ post sufficient IAS and DANICS Officers to A&N Administration.

2.      Timely conducting of DPCs for DANICS Posts :- Your Excellency,  your good Ministry is responsible for conducting DPCs for DANICS posts.  But, the DPCs are not conducted in regular intervals. Consequently, the feeder grade officers to DANICS  have become victim of it. Thus, necessary step may kindly be taken to conduct the DPCs of feeder grade officers to DANICS posts in regular intervals.

3.         Lifting of Ban on approved/created posts of direct recruitment/promotional posts  attracted Ban due to non-filling of posts in the prescribed time limit:- Your Excellency, the Government of India was kind enough to accord sanction of  more created posts / promotional posts to our Administration. But, the same could not be filled up in the stipulated time due to various administrative reasons, which has attracted Ban on the said posts. The   A&N Administration has taken sincere efforts to lift the Ban by obtaining  a formal approval from your good Ministry.   But, many such cases are still pending with your good Ministry. Thus, necessary action may kindly taken to clear off the deadlocks. So, that  the same can be filled up for the better functioning of Administration and to provide job opportunities  to educated unemployed youths of these Islands.

4.         Increase of  Ships and Shipping Services :- Your Excellency, the population of our Islands are increasing rapidly but the Ships and Shipping services are not improving to  the level of its requirement.  Shipping service is the lifeline of Islander and the development of our Island is also dependent on it. Thus, necessary action kindly be taken to provide more Ships and better Shipping services.

5.         Air fare Concession  to Islanders at par with North Eastern Region :- Your Excellency, Our Island is cut-off  from mainland and there are only two mode of travel to mainland i.e. SHIP & FLIGHT. The North Eastern region is connected by Road and Train, which is not possible over here. Most of the population of these Islands are Govt. servants and their savings are spend to meet out  the high fare of Flights. It would be appropriate to mention here that, the Air fare of Island – Mainland is much higher than that of any part of India. Even the fare of flight to visit abroad is much less than the Island fare. The air fare has become beyond imagination of poor and weaker section of people of these Islands and they cannot afford even in the case of any medical emergency. Thus, necessary action may kindly be taken to give concession in air fare to the Islanders at par with North Eastern Region.

6.         Regularization of services of DRM workers working under A&N Administration quite a long time by giving one time settlement:- Your Excellency,  a good number of  Daily Rated Mazdoors (DRMs) working in different  departments of A&N Administration quite a long time. But, their service is not regularized. Their fate has become a question mark and they are hardly pulling out their family with meager amount earned with great difficulty.  We have taken up their cases with A&N Administration. But, the ultimate authority is your good Ministry to accord necessary approval for regularizing their services as one time settlement. Thus, necessary action may kindly be taken to regularize their services.

7.       Retention of ATR NH Road No. 223 :- Your Excellency, the ATR, NH Road No.223  is  connecting South Andaman with Middle and North Andaman. Daily about 2000 passengers and Cargos are transported  by this Road. This Road passes through Middle Strait, where the tribal called Jarawas reside. The Jarawas of this area are not hostile and they are not creating any obstacle to us. In fact, they are trying to opt food and clothing of our style. In the name of preservation of Jarawas, the Govt. want to stop the  life line of South, Middle and North Andaman people. If the road is blocked, the development and prospectives of  Middle and North Andaman will badly affect. The Islanders will face lot of difficulties to reach Middle and North Andaman.  Thus, we suggest that, the present ATR road should be retained till an alternate solution is found.

8.         Civilization of Jarawa Tribals of Middle Strait :- Your Excellency, these Islands gifted with six breeds of aborigines dwelling in these Islands and except Sentinels and Jarawas, others put into the mainstream by the modus  operandi of the Governments prevailing  policies and developmental schemes. These tribes brought laurels/ applauds to these Islands by bagging gold medals in the field of Sports activities in National levels. These Jarawa tribes often noticed that they want to mingle with the general public and coming out of the Jungle in search of food. Thus, it is our moral responsibility to make them civilized on the ground of Human Rights.

9.         Bringing of Scale of Pay of Govt. servants working under A&N Administration at par with their Counter parts working under Central Govt.:- Your Excellency, the Government Servants working under A&N Administration are also Central Government Employees as because our Island is a Union Territory, which is governed by Central Government. The Scale of Pay of Government employee is equal to that of their counter parts working under Central Government.   But, in some of the departments of A&N Administration such as Cooperative Department and Animal Husbandry & Veterinary Services etc. employees are getting scale of pay less than their counterparts working under Central Government departments. For Example, Inspectors, Assistant Registrar of Cooperative Societies of Cooperative Department. Veterinary Dressers, Veterinary Stockmen, Veterinary Compounder and Senior Veterinary Compounders etc. of Animal Husbandry & Veterinary Services etc.

    Finally, we request your Excellency to kindly resolve our genuine demands on merit basis       for the welfare of Government Employees of these Islands.

Reconstituted of GEF [Diglipur Unit]



        A delegation of Government Employees Federation, A&N Islands led by its President  Shri. P.KANNAN and General Secretary Shri. S.K.MAJUMDAR visited Diglipur North Andaman recently and conducted a meeting of Government servants on 11.12.2012.
       Shri. S.K.Majumdar, General Secretary addressed the members present in the meeting and narrated the achievements made by the Federation and also explained in detail about the  demands placed by Federation before  6th CPC  and its achieved.  He has said that, Government servants should be unite and fight for their legitimate rights. Then, the General Secretary proceeded the meeting with process of reconstitution of GEF Diglipur Unit  and  re-constituted its Diglipur Unit with the following office bearers:-

1.      Shri. Manohar Khan    - Joint Secretary (Health Dept.).
2.      Shri. Abdul Gaffor      - Organizing Secretary.(Revenue Dept.)
3.      Shri. K.P.Bala              - Organizing Secretary.(APWD)
4.      Shri. Nitai Mallick       - Office Secretary ( Agriculture Dept.) 
5.      Shri. Abdul Sattar        - Secretary –Cum-Treasurer ( Electricity Dept.)
6.      Smti. Priya Bala Sarkar- Executive Member (AH&VS)
7.      Shri. Promod Singh      - Executive Member (Agriculture Dept.)
8.      Smti. Jaidevi                 - Executive Member (Health Dept.)
9.      Shri. B.N.Choudary     - Executive Member (Electricity  Dept.)
10.  Shri. Hyder Ali            - Executive Member (Cooperative Dept.)
11.  J.Jayakumar                 - Executive Member (Electricity  Dept.)
12.  Shri. Nirmal Mondal    - Advisor   (Agriculture Dept.)

      In the meeting, it was resolved to take the  following demands placed by the Govt. servants for redressal with appropriate authorities.
i.       Proper maintenance of Govt. quarters before allotment.
ii.     Night sailing Ship Services from Port Blair to Diglipur.
iii.    Filtration of Drinking Water by Installing Water treatment Plant at Diglipur.
iv.   Appointment of Medical Specialist i.e. MD to Diglipur.
v.     Posting of sufficient Veterinary Staff to Diglipur Circles against vacant posts.
vi.   Creation of Promotional channel to Khalasis of Agriculture Department.

  After election of the Unit, Shri. P.Kannan, Chairman of the house addressed the members present in the meeting and told the house to keep a cordial relation between employer and employee and resolve the issues amicably. 
           The delegation has assured the gatherings for taking necessary action on the demands submitted by them. Finally,  Shri. Manohar Khan, Joint Secretary, North Andaman has stressed the need of Federation’s Unit at Diglipur and gave vote of thanks to the  members present in the meeting & others who made the meeting successful.

Charter of demands of Common Government servants submitted to Chief Secretary, A & N Administration.


       
 A delegation of Government Employees Federation, A&N Islands led by its President  Shri. P.KANNAN met the  Chief Secretary, A&N Administration in his chamber on 15.12.2011 and submitted a memorandum of  charter of demands of Common Government servants and discussed it in details. The memorandum contained the following  demands :-
1.        Proper Implementation of ACP & MACP by all departments.
2.       Re-Structuring of Cadres and periodical review of cadres  by all Departments
3.       Completion of Disciplinary Proceedings of Govt. Servants in a  time bound manner
4.    Action to be taken against officials  misusing official status and Harassing employees  by initiating Disciplinary Proceedings etc.
5.       Timely settlement of financial claims of Govt. servants.
6.       Regularisation of services of  DRMs working in different departments under A&N Administration for more than 10 years.
7.       Exemption of ISDA from Income Tax.
8.       Filling-up all vacant posts available under different departments of A&N Administration.
9.       Transfer exemption to be given to Parents in transfer Policy , whose children studying  in Class XII.

       The Chief Secretary had  discussed the demands in details and assured  the delegation  for taking appropriate action on priority basis.   The President on behalf of the Federation has expressed his gratitude to Chief Secretary for the assurance given by him.

The General secretary, Government Employees federation, has written a letter to the Secretary (Personnel), Ministry of Personnel, Public Grievances and Pensions, New Delhi, for redressal of charter of demands.

Sub :- Submission of charter of demands of Central Govt. employees for redressal – reg;

Sir/Madam,
                                 It is our pleasure to submit the following charter of demands of common category of Government employees for your kind perusal and early redresal.

1.      Daily Allowance on Tour  :

As per the OM dated 23rd sept 2008 and 22nd Jan 2009 the Traveling Allowance Rules benefited both the rates prescribed by Fifth & Sixth CPC for the Central Govt. Employees and they may choose to be governed either by order dated 23.09.2008 or 17.04.1998, in regards to daily allowance on tour.
In this connection it is demanded that, the rate of daily allowances may be calculated by multiplication factor of 1.86 as per Sith CPC or simply double the pre revised rate when the employee given the option for old rate (as per GoI order dated 17.04.1998) due to the pre-revised rates of D.A. are too inadequate to take care of the boarding and lodging requirements of the official  on tour. 
2.      Anomaly in annual increment arising due to the implementation of 6th Central Pay    Commission Recommendations :
        The point regarding the anomaly relating to Rule 9 of the CCS (RP) Rules, 2008, concerning the date of next increment falls between 1st February to 1st June has been discussed in Anomaly Committee meeting  and the Government has agreed in the Anomaly Committee meeting to grant one increment on 1.1.2006 in the pre-revised scale of pay for all those whose increment falls between 1st Feb and 30th June 2006. This is applicable only for those who were in service as on 1.1.2006. They will draw their next increment in the new Pay Band on 1st July 2006. In this regard, it is demanded that the increment may be given as per Sixth CPC because the increment has been falls on or from the implementation date of 6th CPC w.e.f. 1.1.2006. and necessary order in this regards may be issued as early as possible.
3.         Upgradation of Grade Pay of LDC:   
As all the group D post has been upgraded & merged to the grade pay of Rs.1800. They reach to financial benefit upto 2400 Grade pay under the MACP scheme.  But the Lower Division Clerks reaches upto 2800 GP. There is no possibility to reach upto Assistant’s Grade Pay i.e. 4200.  Therefore, it is strongly demanded that the LDC post may be upgraded from grade pay of Rs.1900 to Rs.2000.
we request your goodself to kindly look into the above mentioned demands and take appropriate action to full-fill it on priority basis in the better interest and welfare of Government employees.
