OFFICE MEMORANDUM
Subject: Travel by Premium Trains on LTC- Clarification reg.
The undersigned is directed to say that several references are received by this Department from various Ministry/ Departments seeking clarification regarding admissibility of travel by Premium Trains run by Indian Railways while availing of LTC.
2.   The matter has been examined in consultation with Department of Expenditure, Ministry of Finance and it has been decided that travel by Premium Trains is not permissible on LTC. Hence, the fare charged by the Indian Railways for the journey(s) performed by Premium trains shall not be reimbursable for the purpose of LTC. Cases where LTC travel in such Premium Trains has already been undertaken by the Central Government Employees, the train fare may be reimbursed restricting it to the admissible normal fare for the entitled class of  or the actual fare paid, whichever is less.

Department of Personnel & Training vide 0M. No. AB. 14017/48/2010- Estt (RR) dated 31st December, 2010 have issued Guidelines on framing/amendment/relaxation of Recruitment Rules and Service Rules.

2. In continuation to the above, the following Guidelines on prescribing Educational Qualifications and requisite experience in respect of various posts, Pay Band & Grade Pay/ Pay Scale for appointment by Direct Recruitment or deputation depending upon the nature of functions and duties are being issued. These Guidelines may be adopted by the Ministries/ Departments as guide while framing Recruitment Rules for various posts. A draft OM to this effect is annexed herewith.

3. Ministries/ Departments are, therefore, requested to offer their comments on the proposed O.M positively by 20.2.2015

2. In continuation to the above, the following Guidelines on prescribing Educational Qualifications and requisite experience in respect of various posts, Pay Band & Grade Pay/ Pay Scale for appointment by Direct Recruitment or deputation depending upon the nature of functions and duties are being issued. These Guidelines may be adopted by the Ministries/ Departments as guide while framing Recruitment Rules for various posts.

3. The above guidelines may not be applicable in cases where specific Educational Qualifications and experience has been prescribed by Department of Expenditure (e.g. while creating the post etc), orders/ instructions issued by this Department. (viz. Model RRs, FCS guidelines, Notification for Group ‘C’ posts & LDC, etc.) or by other Ministries/Departments (viz. AICTE/UGC norms under D/o Higher Education). Further, these educations qualifications are not exhaustive but illustrative.

4. All the Ministries/Departments are also advised that while revising/framing the Recruitment Rules, they may prescribe that possession of IT Skills would be a mandatory requirement at the entry level in respect of all the Direct Recruitment. The level of IT skill may be prescribed keeping in view the duties level and responsibilities attached to the post. For promotion, it may be stipulated that promotions would be made subject to employees successfully completing the prescribed training course. The courses in IT skills would need to be developed keeping in view the functions, responsibility and the level of the post to which the promotions is being made.

7th CPC propose to visit Andaman & Nicobar Islands from 4th to 7th February, 2015.

Commission's visit to Andaman & Nicobar Islands
The Commission, headed by its Chairman, Justice Shri A. K. Mathur, proposes to visit Andaman & Nicobar Islands from 4th to 7th February, 2015.
The Commission would like to invite various entities/associations/federations representing any/all categories of employees covered by the terms of reference of the Commission to present their views.
Your request for a meeting with the Commission may be sent through e-mail to the Secretary, 7th Central Pay Commission at secy-7cpc@nic.in. The memorandum already submitted by the requesting entity may also be sent as an attachment with this e-mail.
The last date for receiving request for meeting is 31st January 2015 (1700 hours).

Air Travel concession on LTC for Central Government employees and families extended for 2 Years

Extension of travelling by Air on Leave Travel Concession, the announcement, which Central Government employees were eagerly waiting for, is finally here!

Air travel concession, under the Leave Travel Concession scheme, to places like Jammu and Kashmir, North Eastern Region (NER), and also Andaman and Nicobar Islands has been extended by two more years.

For a while it was assumed that the newly crowned Modi Government had shelved this scheme.

We believe that the scheme was revived due to constant reminders from various employee unions, associations and federations.


Twice every four years, Central Government employees are given fare concessions to travel to their home town. Instead of two trips to home town, the employee is eligible to convert one of them as ALL INDIA LTC concession. Depending on their designation, the employees are eligible to utilize air, ship, rail and road transportation facilities, along with the travel class

The Government has been spending crores of Rupees to usher in development in economically-backward areas like Jammu and Kashmir, NER. As part of its various development schemes, the Government is trying to encourage tourism to these areas. The air travel concession, which is being offered for six years now, is part of this attempt. Awareness of this concession has increased only in the past two years and Central Government employees had only recently started utilizing the option. Under the scheme, Central Government employees can travel to these regions, with their families, by air, and reimburse the air tickets. For further information, please read the official notification. Although there are certain minor drawbacks, such concessions enjoy immense popularity. This time, there is a minor change – Andaman and Nicobar Islands have been added to the list of destinations. The announcement is a boon for the Central Government employees who didn’t utilize this opportunity in the previous round, and travel via air with their entire family.

Subject:-Constitution of a Committee for Cadre Restructuring of the Central Secretariat Stenographers’ Service (CSSS).
A Committee for the cadre restructuring of the Central Secretariat Stenographers’ Service with the following composition and terms of reference is constituted:
Composition: -
(i)     Establishment  Officer  & Special  Secretary, Department of Personnel & Training : Chairman
(ii)    Joint Secretary (CS), Department of Personnel & Training: Member
(iii)  Joint Secretary (Pers.), Department of Expenditure : Member
(iv)   Director (CS-II) , Department of Personnel & Training      Member Secretary
Terms of Reference:-
(i)        To review the structure of CSSS cadre so as to harmonise the functional requirements with the career expectations of its members.
(ii)      To assess the magnitude of stagnation in various grades of CSSS and suggest remedial measures – both short term and long term – to reduce promotional blocks and at the same time prevent gaps from building up.
(iii)    To suggest measures to enhance the effectiveness of service and capacity building of its members.
(iv)     To take into view the suggestions of the stakeholders, viz. participating Ministries, Associations and members of the service for cadre review.
(v)      To review the entitlement of stenographic assistance to various category of officers of Government of India.
(vi)     To examine any issue as referred to it by the cadre controlling authority of CSSS,

 7th Central Pay Commission published an another schedule a visit 
Andaman Nicobar Islands on 8th  to 10th  Jan 2015.


The Commission, headed by its Chairman, Justice Shri A. K. Mathur, proposes to visit Kolkata from 04th to 06th January 2015 and Andaman & Nicobar from 08th to 10th January 2015. The Commission would like to invite various entities / associations / federations representing any/all categories of employees covered by the terms of reference of the Commission to present their views.

Finance Minister Arun Jaitley at an interaction with PTI journalists at PTI headquarters, on Saturday said that he does not favour burdening the salaried and middle-class with more taxes. He would rather but would go after the evaders in widening the net. He also said that he would encourage more money being put in the pockets of tax payers that will lead to spending and collection of more indirect taxes.

"And literally almost half your taxes are indirect taxes today. He pays excise, he pays customs duty, he pays service tax. Now as far as income tax is concerned, to bring those who evade tax is widening the tax net, I am all for it", the minister told

Mr Jaitley, who will be presenting his first full-fledged budget in February, said that in his last budget he had increased the tax exemption limit from Rs 2 lakh to Rs 2.5 lakh and would even raise it further if he had more money.

"After all what are we talking about Rs 2.5 lakh today means, taking all the deductions which we have given, somebody up to Rs 3.5-4 lakh does not have to pay tax. So we have reached the situation broadly.

"One earning Rs 35,000-40,000 per month, if the person puts some money for savings, (he) won't have to pay tax. But people falling in this bracket say that they don't save anything with salary of Rs 35,000-40,000 (with) the present cost of living, the transport cost, the fees of children and so on," Mr Jaitley said.

Therefore, the minister said, he was against reducing the exemptions to widen the tax net. "Then that's not my approach," he added.

"So I am quite willing, if I had my way and I had more money in my pocket, I would like to expand. But today the revenue position is challenging. Last time I gave several concessions, which were actually beyond my means.

"But it's all fine to bring those who evade tax under the tax net. But to bring this vulnerable section into the tax net, that can't be the policy today. In fact if you put additional money in their pockets and allow them to spend, then I collect correspondingly more indirect taxes so I will rather encourage more economic activity."

On black money within the country, he said: "It is huge quantity and more easily traceable. Because you go to real estate, you go to land, you go to mining, you go to jewellery, you go to luxury goods, you will find the domestic (black money). You go to educational institutions, you will find it there. Therefore to trace out the buyers and the recipients is also easy."
