APPEAL FOR DONATION

The  Government Employees Federation requests  all the members of its affiliated Association  and all the Government Servants working in A&N Islands to come forward to donate generously or at-least contribute one day Salary towards Prime Minister’s National Relief Fund, to help out the victims of unprecedented damage and devastation has been caused in the recent flush flood and landslides in Uttarakhand, which has affected the lives and properties of thousands of people. We also request all the Government servants to abide by the Appeal already made by the A & N Administration.  A circular has been issued by Secretary (Personnel) requesting all Heads of Department/Office, Heads of Local Bodies and Public Sector Undertaking to deduct one day salary of officers and staff with their consent from the salary of June 2013.

Sir, 
I am directed to convey the approval of the 76th Executive Committee, CBT, EPF held 25/02/2013 and Hon'ble Labour & Employment Minister, Government of India for enhancement of the Fixed Medical Allowance (FMA) for pensioners and employees of EPFO from Rs. 1200/- p.m. to Rs 2000/- p.m w.e.f. 1st March, 2013, subject to the following conditions :-

(i) The enhancement of fixed medical allowance will be available to serving employees and pensioners (including family pensioners) of the Employees Provident Fund Organization. The serving employees of the Organization who are in the Head Office at New Delhi and Regional/Sub Regional Office at Delhi and at stations which are covered by the Central Government Health Scheme will not be eligible for Fixed Medical Allowance.  As soon as any employee is covered by Central Government Health Scheme, the fixed medical allowance admissible to him/her shall be stopped.

(ii) If two or more members of family are working in the EPF Organization, only one of them will be eligible for the facility of fixed medical allowance.

(iii) In the case of an employee whose wife/husband spouse is an employee of a Government or any other organization (including private firm/office) he/she will be required to give an undertaking that his/her spouse is not availing of medical facilities in case, lf any granted by their respective employers.

(iv) The Fixed Medical Allowance will be in lieu of the medical facility available for outdoor treatment under the Central Services (Medical Attendance) Ruler 1944 as adopted by the FPF Organization for its own employees and pensioners.

Remember MOTIVATION to get self-motivated

MOTIVATION 

Motivation is what keeps you moving. Without motivation you become inert, standing still, clueless, aimless and confused. Motivation is what makes you act in a desired manner, generally towards improved performance.  We can see how the letters in the word MOTIVATION could indicate how we can get motivated.

Letter M: stands for Move On. One should think of moving on, rather than remaining stuck. Whether you like it or not, keep moving,  doing your duties, without getting affected by circumstances around you.

Letter O: stands for open to suggestions. Many a time suggestions and comments from others would be of great help in bringing about improvements in your thinking. These suggestions could be from friends, elders, bosses, your immediate superiors, your colleagues etc. These could come in various ways – through communication, through their actions which you take note of, through direct consultations for help and advice, through readings and so on.

Letter T: stands for thinking. It is said that an idle mind is a devil’s workshop. Thinking keeps the brain and mind active and takes you to a bigger canvas to be able to explore ideas, solutions, new actions, moving into other areas of interest,  and thus you can keep yourself active and productive too.

Letter I: stands for initiative. If you want to learn something, improve your knowledge, get interested in some thing, it is you and you alone who should make the first step.
Initiation and pro-activeness can well prove to be your strengths, be it in the realm of your career or your life.


Letter V: stands for value, branding. What value you would like to attach to yourself?
What sort of a ‘brand’ you would like to be identified with? You must give thought to these aspects and develop some good qualities and attributes by which people will come to know of you, or with which they will try to identify you.  This means that when some one refers to your name, those set of qualities which you possess and represent will immediately flash in their minds.

Letter A: stands for Attitude. It is first and foremost, your attitude which will shape your life. Always think of a positive attitude which will make you look at all the good things in life, see them as really good, make you follow them. While looking at a glass half filled, rather than seeing, thinking and believing the glass to be half-empty, see and believe it as half full – which means, you have to  fill just half a glass more to make it full, meaning thereby very little more to be done to achieve something.

Letter T: stands for training.  No one  is born with all good qualities, all abilities to be able to do things to perfection; and it is here one sees the importance of training. Whether you call it formal training or not, each new thing we learn during our career and life adds to our knowledge and skill, and training therefore assumes great importance.

Letter I. Here it stands for interaction with peers and experts. You must always welcome the opportunity for interaction which will only help you to get other’s viewpoints through which you can benefit immensely. Without such interaction, you will be confined to narrow thinking. Through such interactions you can also easily appreciate other’s viewpoint.

Letter O: stands for organization. Unless one organizes, things would get out of control and you will always find  yourself fretting and fuming. Organize  means properly arrange, control, prioritize – particularly your time and actions.  This  way, you can plan better and through such planning implementation will happen the way you desire, rather than leaving everything to chances.

Letter N: stands for natural, normal. Try to be your natural self. Do not try to mask yourself, pretend or imitate. This way, people will like you and love you. And that itself will further motivate you.

A Special Recruitment Drive was launched in 2008 to fill up the backlog reserved vacancies of Scheduled Caste (SC)/Scheduled Tribe (ST)/ Other Backward Classes (OBC), which continued till 31.03.2012. The details of recruitment/ appointments made during the drive were as under:

The vacancies are filled as per the provisions of the Recruitment Rules and if Recruitment Rules permit lateral entry, the backlog vacancies may also be filled through the lateral entry route.
This was stated by Shri V. Narayanasamy, Minister of State in the Ministry of Personnel, Public Grievances and Pension and Minister of State in the Prime Minister’s Office in written reply to a question by Shri Ashok Kumar today.

LMMRs Association, Electricity Department, Andaman & Nicobar Islands gratitude to GOVERNMENT EMPLOYEES FEDERATION, A&NI.

          
           The Linemen-Cum-Meter Reader Association of Electricity Department felicitated Mr. P.KANNAN, President, Mr. S. K. MAJUMDAR, General Secretary and other office bearers of Government Employees Federation, on 8th May, at Sun Sea Resort Conference Hall for resolving their long pending demands including grant of Grade Pay of Rs. 4200/- to LMMRs who have completed 12 & 24 years of regular service prior to May, 2004.
          The General Secretary of LMMRs Association, Mr. M.Venkat Rao hailed the achievement made through GEF and expressed his gratitude to President, General Secretary and other office bearers of Government Employees Federation and their leadership. Mr. Abdul Hamid, Vice President, INTUC also attended the function as Guest of Honour. The function was concluded with vote of thanks proposed by Mr. B.M.Sutradar.

The undersigned is directed to say that instructions were issued vide this Department OM No.41/21/2000 dated 16/11/2000 for issue of Identity Cards to Central Govt. Pensioners (copy enclosed).

Representations have been received In this Department that some departments are not issuing the pensioners’ Identity Cards in accordance with the above instructions.

All Departments/Ministries in the Govt. of India are requested to issue suitable instructions to the offices under their control to issue identity Cards to Pensioners in accordance with the instructions issued in this Department OM No.41/21/2000-P&PW(D) dated 16/11/2000.

Subject : Issue of Identity Cards to Central Government pensioner

The undersigned is directed to say that the Parliamentary Standing Committee on MHA in para 26 of its 60th report has inter-alia recommended that Government should favorably consider on priority the desirability of issuing Identity Card on retirement to each Central Government employee. The recommendations we reproduced below:

“26.2 The Committee feels that it would be in fitness of things if the civilian employees are also issued Identity Cards indicating the details such as last post held before retirement, pay scale of the post last held period of service rendered etc. which the retired employee can carry on his person for identification as and when needed.

26.3 The Card may also include on the reverse the retired employee’s Blood Group, his residential address and telephone number, if there is one.

26.4 The Committee strongly recommend that the Government should favorably consider on priority the desirability of issuing such cards on retirement to each Central Government employee.”

2. The recommendations made by the Parliamentary Standing Committee has been carefully examined. It has been decided that I.Cards will be issued by various Ministries/Departments/offices to its retired/retiring employees and the expenditure on providing a laminated I.Card will be borne by the pensioner. This Department has devised a format in which I.Cards are to be issued to pensioners (specimen enclosed). It will be the responsibility of the concerned Ministry/Department to work out the expenditure that may be involved in issuing a laminated I.Card to pensioner and the card may be issued at the request of the pensioner on cost recovery basis.

3. Ministry of Agriculture etc. are requested to take urget necessary action in this regard.

4. Hindi version of the O.M. is enclosed.

The undersigned is directed to intite attention to this Department's O.M. of even number dated 13.09.2012 which laid down guidelines to be followed in determination of seniority of grade(s) merged in pursuance to recommendation of 6th Central Pay Commission.

3. The issue of seniority of merged MTS Grae (erstwhile Group 'D' post) has been examined in consultation with UPSC. The post(s) in the erstwhile Group 'D' for the purpose of determination of seniority, can be grouped into five different categories as under :

The determination of seniority of merged grade will be regulated as per following guidelines:

I. As on 29.08.2008, holders of posts in Category-I will be enbloc senior to the holder of posts in Category-

II, similarly holder of the posts in Category-II will be senior to holder of the posts in Category-III and so on.

II. While merging the different grade(s), the inter se seniority in a post which existed as on 29.08.2008 is to be maintained.

III. Within same category, where different stand alone posts have been merged, inter se seniority will be determined based on length of continuous officiation in the post.

IV. Only the regular service in the grade is to be counted for determination of service and ad-hoc service, if any, is to be ignored.

V. Seniority is to be determined based on the substantive post held by the employee irrespective of the fact that such employee has been allowed financial upgradation to the next higher grade under ACP Scheme or any other scheme.

VI. In case of employees who joined a erstwhile Group ‘D’ post either by promotion or direct recruitment between 01.01.2006 to 29.08.2008, inter-se seniority will be determined as per guidelines laid down in this
Department’s O.M. of even number dated 13.09.2012.
