Assured Career Progression Scheme for KV Teachers

Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state:-
(a) whether the Assured Career Progression (ACP) scheme, recommended by the Sixth Central Pay Commission, has been accepted by the Government for the teachers working in the Kendriya Vidyalayas (KVs);
(b) if so, whether the Kendriya Vidyalaya Sangathan has implemented the ACP scheme for itsteachers; and
(c) if so, the details thereof?

(a) to (c) The Assured Career Progression (ACP) Scheme was recommended by the 5th Pay Commission. Thereafter, the 6th Central Pay Commission has recommended the Modified Assured Career Progression (MACP) Scheme in lieu of the earlier ACP. The teachers of the Kendriya Vidyalaya Sangathan had not opted for the ACP and so are not eligible for the MACP.

Assured Returns option in New Pension Scheme


ASSURED RETURNS OPTION IN NEW PENSION SCHEME – PFRDA BILL MAY BE PASSED IN MONSOON SESSION OF PARLIAMENT WITHOUT MUCH HASSLES AS BJP AGREES FOR NPS WITH ASSURED RETURNS

There are signs at last for passing of long pending Pension Bill (PFRDA Bill) in the monsoon session of Parliament this year as assured returns option suggested by Standing Committee which was given the job of reviewing NPS (New Pension Scheme) will be accepted by Government. As indicated by senior BJP leader and Chairman of the Standing Committee, Shri.Yashwant Sinha, BJP the main opposition party will also support Pension Bill as their demand for assured returns in NPS is to be met.
This news has been reported by Hindu Businessline as follows
The Government may propose an investment option for assured returns in the New Pension Scheme (NPS). These proposals will be part of the official amendments to the Pension Bill, which is to be moved during the ongoing Monsoon session of Parliament.
“Apart from the existing investment options, the Government may incorporate more options. One will be for assured returns,” a highly-placed source told Business Line. The second option will not give any assured returns, but give maximum safety, he added.
At present, there are three schemes. The first one provides investment, mainly in equity, thesecond one in Government securities and the third one provides investment in bonds issued by any entity other than Central and State Government. These bonds include rated bonds/securities of public financial institutions and public sector companies, rated municipal bodies/infrastructure bonds and corporate bonds.
Apart from these three options, there is a default option, which is also called Auto Choice, where pension money is invested in equities,Government securities and corporate bonds in proportions which vary with age.
The option related to assured returns is based on suggestions given by the Standing Committee on Finance. The Committee, in its report, said, “It desires that the Government must devise a mechanism to enable subscribers of NPS to be ensured of such a minimum assured/guaranteed returns for their pensions so that they are not put to any disadvantage vis-à-vis other pensioners.”
The Government has also accepted the committee’s views on foreign direct investment. Accordingly, it will be 26 per cent.
Acceptance of these suggestions has won support from the principal opposition party, BJP.
“Since our concerns are taken on board, we have no objection to the Bill, which was initiated during our time,” senior BJP leader and Chairman of the Standing Committee, Yashwant Sinha, told Business Line.
Sinha said there was no understanding between the Centre and the BJP on the Insurance Bill.
“We have given our suggestions on the Bill. Now the ball is in the Government’s court. We will await their suggestions,” he added.
The Left parties said the Centre had not reached out to them on the Bill. “We have not been approached on the Insurance Bill,” said CPI(M) leader Sitaram Yechury.

Group of four Ministers led by Shri A.K. Antony to discuss the workers' demands with the United front of trade unions



Government has set up a Group of four Ministers led by Shri A.K. Antony to discuss the workers' demands with the  trade unions. 

Two meetings of the Group of Ministers (GoM) were held on 18.02.2013 and 22.05.2013 in which the ten point Charter of Demand of the trade unions were discussed. The discussions remained inconclusive and it was decided that the issues/demands will be considered by the Group of Ministers themselves before further discussions with the Central Trade Unions representatives. As such, no final recommendation has been given by the GoM. 

This information was given by Minister of State for Labour & Employment Shri Kodikunnil Suresh in the Lok Sabha today in reply to a written question.

Online Filing of RTI Application extended to 37 Ministries

Subject:   Extension of RTI web portal for online filing of RTI application.

In continuation of this Department’s O.M. of even number dated 22/04/2013, it is intimated that the facility of RTI online web portal has been extended to 37 Ministries/Departments of Government of India, so far (list enclosed). It is planned to extend this facility to all the remaining Ministries/Departments of Government of India by mid August, 2013. This facility is presently not proposed to be extended for field offices/ attached/ subordinate offices.
2.  It is again requested that training to all the CPIOs and First Appellate Authorities (FAAs) may be provided by the concemed Ministry/Department, through the officials trained by DoPT/NIC. If required, further training can be provided by DoPT/NIC, on the request of the concerned Ministry/Department. User name/password to all the CPIOs and FAAs are to be provided by RTI Nodal Officers of the concerned Ministry/Department. It is imperative that the RTI Nodal Officers update the details of CPIOs/FAAs in the system and issue user name and password to them at the earliest.
3.  The contents of this OM may be brought to the notice of all concerned.
